Utopia plot
In Australia, a newly created government agency, the Nation Building Authority, is responsible for overseeing major infrastructure projects. Bureaucracy and big dreams often collide. Priorities change all the time and employees are regularly asked to come up with new plans for the construction of roads, railways, airports and urban high-rises. This often leads to projects that everyone would actually like to get rid of.
