Carmen is a modern day Robin Hood who travels the world and steals from VILE and returns to his victims. Carmen is publicly seen as a criminal by most law enforcement agencies. In fact, they see her as a master criminal because of the sheer scale and theatricality of her heists. We will follow her escapades and determine not only where, but also who Carmen Sandiego is in the world.
