Detective Oh Gu-tak will use whatever means necessary to catch criminals, and his ambiguous morale often leads to him being suspended for excessive force. Gu-tak hatches a plan to form a team of "bad guys" to work on cases and track down other criminals. With the increasing number of violent crimes in their district, ambitious police inspector Yoo Mi-young signs up for the scheme. Gu-tak releases three inmates from prison to form his team: Lee Jung-moon is the youngest member of Mensa; Pak Un-Cheol is a mob boss; and Jung Tae-soo was once a hit man who never made a mistake, but one day suddenly confessed and turned around.
