The Vega family owns a wealthy oil ranch and Reed Calhoun is out to get the mineral rights to it. He gets Carlos Vega to get a huge gambling debt. Calhoun tries to have Carlos' half co-owner's sister Rose murdered in order to get hold of the oil wells, along with Carlos' gambling debts. But Roy Rogers finds a clue that leads him to the shore, where a gambling ship is anchored.
