In 1898, after the destruction of the ship 'Maine' in Cuba, the United States declared war on Spain. Theodore Roosevelt, the Assistant Secretary of the Navy, and Leonard Wood of the Army Medical Corps are the first to join the regiments with volunteers, but they refuse. Instead, they set up 'The Rough Riders' at the Exposition Grounds in San Antonio. The Rough Riders consist of a colorful collection of volunteers. The regiment includes: Happy Joe, who joins in saves jail time, Sheriff Hell's Bells, Joe's pursuer, local boy Bert Henley, handsome New Yorker Van, and Dolly, where Bert and Van have a weakness for.
