It is 1917. In Russia, the communist revolution is in full swing. Stephen 'Steve' Locke is a British agent In Russia. Steve's main mission is to prevent the Bolsheviks led by Joseph Stalin in Petrograd from signing a separate treaty with Germany, which had been at war with its neighbors. Steve has to deal with Lenin's attractive Russian secretary and spy, Elena Moura. Steve falls in love with her.
