A psychotic man acting alone, armed with a shotgun, plans to shoot people indiscriminately and is hunted down by the police and a SWAT team. The sniper and the SWAT team meet in a stadium where a crowded football game is underway. At the 'two-minute warning' he starts firing at the audience and panic breaks out.
