Xuan wants to drain the sea in a new project. However, this prohibition threatens the habitat of the mermaids. Shan is sent to stop Xuan, but this causes them to fall in love. Xuan stops the Prohibition plans out of love for Shan. However, Shan and the other mermaids are being hunted by a secret organization. Xuan must do everything in his power to save Shan before it's too late.
