Rebirth: New Orleans plot

In 2005, Hurricane Katrina devastated New Orleans. A drama for many, but some also saw positives. It was an opportunity to overhaul the school system, and it was sorely needed, as the schools scored dramatically before Katrina struck. Paul Vallas was appointed to shake things up and started admitting more and more charter schools instead of public schools. Schools on a license, which are allowed to determine the policy themselves, but are closed if they do not perform. Documentary maker John Merrow finds that this policy has really led to better performance among students, but along the way he realizes that there are also downsides.
