Legale Wiet plot

In 2019, the Dutch government started a weed experiment in which entrepreneurs can legally grow cannabis. Coffeeshops participating in the experiment are only allowed to sell government weed. Frans Bromet hopes that the experiment will succeed. Yet he has a hard head in it. What happens to coffee shops that do not participate in the trial? A strict selection takes place among the aspiring growers. Who will soon be allowed to be a weed grower?
