"Mexico City, founded in water, can die of thirst someday."

Mexico City was built on the site of an ancient lake. Trapped in a basin, the city suffers from flooding as it depletes its aquifers, increasingly pollutes the soil and slowly sinks deeper. Can the megacity mobilize its 22 million citizens to use water sustainably?
