On September 10, 2001, New York City Mayor Giuliani was under pressure from all sides for his private problems and aggressive policies, especially against minorities. A day later, a disaster of immense proportions catapulted him to hero status. This documentary highlights the pre and post 9/11 period of New York under Giuliani and what he actually did for the city. Among other things, his attack on organized crime, his zero tolerance policy and his approach to welfare fraud are revealed.
