Change of Choice plot

The 5000 souls village of Zhai Cheng has exactly five more or less paved roads. The farming community has grown the wrong crops in the past, and since then most residents barely rise above the poverty line. This may change if party secretary Mi Jin Shui succeeds in getting the villagers to start a pepper cooperative. With the help of skilled volunteers, a publicity offensive is therefore energetically launched. However, poor communication throws a spanner in the works. As the differences of opinion between family clans and between men and women mount ever higher, the voice-over comments without irony on the much-needed efforts of a small community to improve its livelihood.
