Birobidjan plot

In a remote corner of Russia, on the border of China, an independent communist state for Jews was established in 1934: the Jewish Autonomous Oblast. With Birobidzjan as the capital and Yiddish as the spoken language. Every communist Jew worldwide was encouraged to move there. Was it an idea of Jewish pioneers with Stalin's approval, or did this Russian leader with his totalitarian rule encourage migration for reasons of his own?
