From the start, the project was fraught with controversy, delays and political scheming. The battle lasted more than a decade, with 19 government agencies involved, a dozen projects and more than $20 billion. The nice thing is: the entire process was filmed. 16 Acres is the story of the last ten years on the loaded construction site, told by the main actors in this drama. Central to the story is the dramatic tension between noble intentions and vulgar politics, between conceit and ideology, both so characteristic of New York.
