"BORDER TRAFFIC IN HUMAN LIVES!"
American Jim Benson is a former Coast Guard employee who now owns a boat rental business. But lately he can't pay off the loan for this boat and the boat is chained by the sheriff. Things can get even worse for Jim when he gets drunk and rents his boat to dubious fisherman Karl Shanks and his girlfriend Sally Parker for fishing off the coast of Mexico. Shanks takes off without paying his bill, leaving Jim and Sally in a Mexican harbor with no money or fuel for the boat. But then Jim is asked by mobsters Steve Bodine Juan Ortega, who are aware of Jim's financial problems, to use his boat to smuggle illegal Mexican refugees into California.
