Sol Madrid, an agent of the Spanish narcotics brigade, is tasked with tracking down mobster Harry Mitchell, who has long been the confidante of mob boss Dano Vilanova. In Malibu, Madrid stumbles upon Stacey Woodward, Mitchell's former girlfriend, and together they head to Mexico, where Mitchell has become involved with drug trafficker Dietrich, Vilanova's nemesis. To catch this dangerous criminal, Madrid takes on the role of a dealer and makes Dietrich an offer he can't refuse.
