Senator Benson wants to fight illegal gambling. A gang of mobsters shoot him and capture his daughter Dorothy and her friend Ann Jason as hostages. Journalist Jimmie Dugan, who is also Dorothy's fiancée, wants to free the girls and disguises himself as a tramp.
