"To Save the Poor He Became a Criminal!"
New York, late 1930s. The idealistic black doctor James Dunbar wants to care for his population in the Harlem district and sets up a free clinic. But a gang of blackmailers threatens to shut down the new clinic unless Dunbar becomes an "underworld doctor." He therefore has to take care of injured crooks, without notifying the police. Dunbar resists at first, but eventually he doesn't resist, as he needs money to keep his clinic going.
