"This man sent 6000 men and women to prison! This girl got five years for a crime she didn't commit! And then a frame-up doomed the prosecutor to the Big House!"

Steve Donegan is elected prosecutor and launches a campaign against organized crime. Joe Silenus, a crime boss, hatches a cunning plan to frame Donegan for taking bribes. Donegan is sentenced to prison, where he reunites with all the men he has convicted during his crusade against crime.
