"Norman's a newspaper reporter - in his funniest film yet!"
Norman works as a newsboy, but his mother wants more for him. She uses the influence of her father, who is the Prime Minister of England, but scorns her since she married below her rank. That doesn't stop her from bombarding her father with letters to help Norman move up. The owner of a newspaper is also a member of parliament and wants a higher position. So he agrees when the Prime Minister proposes to hire Norman. Norman makes a mess of it, but is not fired because the owner of the newspaper then disgraces the Prime Minister.
