Le Rouble à Deux Faces plot

The most secret telephone number in the world is that of the "Hot Line", a connection between the heads of state of the United States and the Soviet Union. A double agent manages to track down this number and create chaos by calling both Washington and Moscow saying that the heads of their espionage departments are traitors. This leads to an international crisis, in which ordinary citizens are also involved.
