Die Koffer des Herrn O.F. plot

In a hotel in the old town of Ostend, 13 suitcases are suddenly delivered with the message that OR is arriving soon and needs six rooms (the hotel only has five). This event, probably the largest in 300 years, sparks a wave of modernization while everyone wonders who OR really is. Journalist Stix and architect Stark have an idea how to use this event. They scatter that OR is a former resident of the city, who has become a millionaire abroad. They tell their fellow citizens that the city needs to modernize even more, with better hotels, nightclubs, shops and so on, whatever happens. The only problem is, when does OR show up?
