Der Maulkorb plot

A small town in Bavaria during the time of the Prince Regent. The bourgeois community of Spannagl is deeply shocked when they view the Equestrian Statue of the Emperor. An unknown person has put on a muzzle on the statue to denounce the lack of freedom of expression. Immediately the mills of the Bavarian justice system start to turn. The public prosecutor of the town of Spannagl wants to move up the hierarchy in order to get a high position by arresting the perpetrator.
