Manoj Kumar Sharma belongs to Chambal village where cheating in exams is a common occurrence. He is taking the high school exams and would like to get a job as a servant. But a strict police officer DCP Dushyant SIngh arrives during the exams and stops the cheating. Manoj is unable to pass the exams and starts driving a passenger vehicle with brother Kamlesh. They both get into trouble with a politician's goons but Dushyant Singh comes to their rescue. Inspired by his honesty, Manoj starts considering him as an idol and wants to be like him.

In 1997, Manoj [Vikrant Massey] experiences the power of an IRS agent when his father [Harish Kanna] is wrongly fired. Supported mainly by his stubborn grandmother [Sarita Joshi], Manoj pursues a career as an IRS agent. Although someone with his humble background statistically has almost no chance of passing the required exams, he travels to Delhi. There he befriends Pandey [Anant Joshi] and finds love in Sraddha [Medha Shankr]. Well filmed on location, but this canonization of the Indian police and tax authorities is astonishing for all the wrong reasons. There's really nothing to justify the extraordinarily high rating on IMDB. Maybe a culture thing? It could also be just me, of course.

Every now and then it happens again, another Bollywood film makes it into the top 250 and sometimes you have to force yourself to watch it again for the sake of completeness. And actually it never lives up to its top 250 status, and that is the case again. It is not as monstrous as some other Bollywood films, but still, it is not very special. We see Manoj studying very hard for a police officer exam, overcoming all kinds of setbacks and with an unconvincing romance crammed in. I may be missing some cultural context to really appreciate this good fight against the corrupt system, but it is predictable, way too long (2.5 hours for a story that could have been 80 minutes) and seeing Manoj (and friends/girlfriend) studying over and over again is just boring. And then the well-intentioned message and the intended feel-good feeling do not stick either.
