The Operative plot
Alec Carville (Brian Bosworth) is serving an 11-year prison sentence in Kiev after his plan to work as a CIA agent to help a Russian chemist escape undercover was discovered by the KGB. Former KGB agent Basil Bellanin (Bob Dawson) discovers this chemist's secret: a cold fusion formula hidden behind an oil painting. This formula will give great power to the one who manages to lay his hands on it. In order to carry out his plan, Bellanin helps Carville escape from prison. If Carville ever wants to see his ex-girlfriend and CIA colleague Sonja again, he'll have to cooperate.
