Ruger is an iron lady. Five years ago, after the death of her partner, she left the Los Angeles Police Department to go after criminals single-handedly and with cold determination. Ruger now becomes involved in the kidnapping of politician Mike Rhodes who is being held by drug kingpin Cavanaugh. Ruger makes his way into the Los Angeles underworld in search of the ultimate showdown with Cavanaugh, her partner's killer.
