Los Angeles is plagued by a sadistic serial killer. The killer slaughters Russian prostitutes and leaves a black rose on their decrepit bodies. The LAPD is unable to find any clues and cannot proceed with the investigation. The police chief decides to enlist the help of Vlad Kazatov, a Russian major. He can help them revive the investigation and protect the Russian community in Los Angeles. Vlad partners with Emily Smith, an aspiring cop. The two are tasked with tracking down the serial killer. The pair discover more clues, but the bodies keep piling up...
