In the near future, Earth has become a desolate and dangerous place. The surface of the earth is now inhabited by a mysterious race of strange creatures and mankind has taken refuge in SkyArk, a city in the sky. However, the population on SkyArk grows and space there becomes scarce, leaving only the rich and powerful people to stay and the others dumped on the Earth's surface. Rags, the son of the disgraced Commander in Chief, is determined to save all orphans and exiles. Together with others, he must fight the creatures to bring peace to mankind.
