J. Edgar Hoover is considered by many to be the most influential figure in United States history. The story is told by Hoover's former right-hand man Clyde Tolson, who was also his secret lover. At the center is Hoover's struggle to prevent the Kennedys from becoming too powerful in America. When John F. Kennedy becomes president in 1960, Hoover's power is in serious jeopardy. Kennedy's ideas about the new free America are diametrically opposed to Hoover's conservative views. Meanwhile, Hoover also struggles with the growing tension in the Cold War.
