Genkai Jinkô Keisû plot

Japan is plagued by overpopulation. A privatized police force tries to reduce the population through campaigns, but their efforts seem in vain. Overpopulation is putting people in Japan under increasing stress, leading to an increase in serial killers. Kisei also suffers from anxiety attacks and when a serial killer is spotted near him, he fears that he may no longer have himself completely under control.
