The film is set in China during the wars of the 1920s. The infamous bandit leader Zhang moves to a small remote town and poses as the new mayor. He does this because he thinks he can easily earn money this way. But then he comes face to face with the tyrannical Huang, a resident of the village. The two begin a deadly fight.
