Cosmo Jones is a young, inexperienced private investigator from a small town who leaves for the big city to offer his services to the police. He comes at a time when a gangster is murdered by a rival gangster. Hedonist Phyllis Blake is in a relationship with gang member Tom and the other gang plans to kidnap her. Cosmo is on the road with Police Sergeant Pat Flanagan when an attempted kidnapping of Phyllis is made at the entrance of a nightclub, where a bystander is seriously injured in the gunfire. Police Commissioner Murphy blames Flanagan and fires him. Cosmo then, with the help of doorman Eustace Smith and his fiancée Susan Fleming, goes on a hunt to find the killer. Meanwhile, Phyllis turns out to have been kidnapped.
