"He knows every racket's strength... and every woman's weakness!"
A group of illegal loan providers ("Loan Sharks") is desperately looking for factory workers. When several workers at a tire factory suffer violence from the loan providers, the union leader and factory director try to enlist ex-criminal Joe Gargan to infiltrate the gang. At first Joe doesn't want to, but when his brother-in-law is killed by the loan providers, he agrees. Since Joe works "undercover", he is unable to inform his sister and girlfriend Ann Nelson, causing them to distance themselves from Joe.
