Five juvenile delinquents, including the leader Jimmy Smith, are sent to a juvenile detention center controlled by the strict and corrupt Thompson. When swindler Patsy Cargan (Cagney) is offered a job as an assistant commissioner as compensation for his actions, he falls in love with the school nurse (Evans) and persuades her to take a more lenient policy towards the boys. The plight of the criminals is improving, but Thompson is anything but satisfied with the new policy.
