Sir Walter Raleigh (Richard Todd) is granted an audience with Queen Elizabeth I (Bette Davis). He would like to convince her of his opinion regarding the dominant position of England. Sir Walter hopes to get a fleet to set sail and make a name for his country. At court he meets a young lady named Bess Throckmorton (Joan Collins), and the two fall in love. However, to please the Queen, Sir Walter drops Bess for fear of losing his fleet.

Sir Walter Raleigh (Richard Todd) is granted an audience with Queen Elizabeth I (Bette Davis). He is eager to convince her of his views on England's position of power. Sir Walter hopes to acquire a fleet to sail and make a name for his country. At court, he meets a young lady named Bess Throckmorton (Joan Collins), and the two fall in love. However, to please the queen, he must keep his affair a secret.
Bette Davis is superb as the Queen of England, a character you as a viewer quickly grow to dislike as she is not a particularly nice character to say the least, yet she has a bizarre soft spot for Sir Walter Raleigh.
Furthermore, intrigues at court put him in danger.
The sets and scenery are beautifully made and the story is certainly entertaining.
