Billy Wyatt (Emory Cohen) is an intelligent boy whose criminal behavior lands him in Bernville juvenile detention center. Here he has to contend with serious criminals and less sympathetic staff. His defiance earns him sympathy from some of his fellow inmates, but he makes no friends among the staff. Clearly, the system is failing for guys like Billy, and the institution's attempts to control him are having the opposite effect.
