Reporter Joe Miller is certain that fisherman Eli Kirk is illegally smuggling Chinese immigrants into the country. However, he does not have enough evidence to convince his editor. However, luck smiles upon him in the form of Kirk's daughter, Julie, whom he catches swimming naked. Joe uses all his charms to gain Julie's trust and get her information, but that creates unintended complications.
