Storm in a Teacup plot
The mayor of a Scottish coastal village is a candidate in parliamentary elections. At his command, the dog is confiscated from a poor widow, who cannot afford the dog tax. During an interview with a local journalist, the widow comes to get a story from him. The mayor, who intends to have the dog killed, forcibly puts her on the street. Instead of the interview, the journalist publishes a damning report of this incident, despite the fact that he has fallen in love with the beautiful daughter of the mayor…
