In Who the Hell Is Juliette? two young women are followed during a period of three years in a crucial period of their lives. Juliette is a lively and beautiful Cuban. When she was a baby, her father left for the United States. Instead of following him, her mother committed suicide and Juliette ended up in tourist prostitution. Cheerful and intelligent Juliette claims she doesn't want to see her father, but the opposite is clearly the case. Then Juliette meets Fabiola, a model who comes to star in a music video in Havana. Because of her resemblance to Fabiola, Juliette was also hired for the music video. Fabiola also appears not to know her father. Fabiola arranges an appointment for Juliette with her Mexican agent, while she herself leaves for New York, where Juliette's father lives.
