Fortunes of War plot

The American Peter Kernan works for a food organization in Thailand, where he mainly cares about the food projects. One day a certain George Vilter angers some tribesmen because he wants to baptize them. The incident leads to a violent fight in which Vilter and some of the villagers are killed. Peter is summoned by his superior. During the conversation, he mentions that corruption is the cause of food shortages in Thailand. That claim will cost him his job. Afterwards, when he goes to a reception in an embassy, he meets a certain Pimmler. Pimmler proposes to supply drugs to a Khmer Rouge leader in Cambodia. Up to his ears in debt, thoroughly fed up with life in Thailand and frustrated by the corruption in his immediate environment, Peter decides to accept the offer...
