Chiefs plot

In 1924, a serial killer takes hold of the southern town of Delano. Three different police commissioners are confronted with the murders for generations without the perpetrator being caught. In 1962, however, black Tyler Watts becomes the new commissioner. In an atmosphere of political and ethnic intrigue, he becomes interested in the old case.
