Texas Legislature Engineer Clay Allison has approved a proposal to establish a bank in the Texas Territory. This way, Allison has access to all of the ranchers' money, and he plans to take that money with his gang. Bill Carson and his friend Fuzzy Jones rescue gang member Jean Darcy from a stagecoach robbery, resulting in Fuzzy being named president of the bank.
