In Red Rock Valley, settlers and railroad detectives are at odds with each other. Clem Barstow sends Billy the Kid and Fuzzy Jones to break up the ruffs. Billy suspects that Ward Tragg, chief of railroad detectives, and Luther Sharp are harming the settlers on their own, unbeknownst to the railroad leadership. Billy helps the settlers and steals the cattle illegally taken from the settlers. With the proceeds of the cattle they can make an offer on a ranch that will be auctioned illegally.
