"You WILL get wet."
On August 23, 1992, equipment was launched from a specially equipped aircraft to control the unpredictable weather. But during the first test, control of the machine is lost and within hours a deadly hurricane develops, becoming the worst natural disaster since the devastating San Francisco Earthquake. In the aftermath of the disaster, all evidence of the project is covered up. The few who knew about it consider the project a failure. The power of this weapon attracts the attention of a secretive part of the US government.
