Captain Tokio plot

In the future, an earthquake devastates Tokyo. They are isolated from the rest of the country, and it is a terrible chaos. The city is run by a governor who does everything alone. He forbids all forms of entertainment, including the cinema. Movie buff Furuta and rocker Nitta, two schoolboys, decide to turn against the governor.
