In 1878 the so-called Socialist Law is passed in the Reichstag, with which Chancellor Otto von Bismarck tries to dismantle the Social Democratic Party. Even eleven years later, von Bismarck has not yet achieved this policy objective. On the contrary, the mining strike of 1889 in Westphalia is supported by a large part of the population, even as far as Berlin. Together with Schulz, the locomotive engineer of the Borsig factory, some Berlin workers bring some relief by means of support money for the strikers from the Ruhr area. But they are disappointed when the Gelsenkircher strike leadership sends a delegation to ask Wilhelm II, the German Emperor and by God's grace, King of Prussia, for support.
