Since the signing of the Kyoto Protocol in 1997, CO2 emissions have been regulated by emission rights: polluting countries can buy CO2 credits from 'clean' countries. The sale is regulated in a global market and is subject to the law of supply and demand - there is big money to be made. The pollution is also not really addressed, it is simply traded by brokers. Director and activist Amy Miller immersed herself in this horse trading of allowances and its perverse side effects and poured her outrage into a stinging indictment of the system.
