Shoot Down plot

"The distance between the U.S. and Cuba is more than 90 miles."

In the 1990s, political unrest in Cuba came to a head as thousands of Cubans tried to find their way to Florida, 150 kilometers on an often life-threatening raft or boat. Only one in four refugees managed to reach Florida. Some people in America formed rescue teams in small planes to help the refugees already at sea. However, on February 24, 1996, the Cuban government decided to shoot down American civilian planes over international waters.
