Leven zonder Water plot

In early 2018, the city council of Cape Town, South Africa, came with some alarming news. The day is approaching when the city of four million inhabitants 'falls dry'. As a result of the prolonged drought, there is almost no water left in the river from which the Theewaterskloof Dam obtains potable water. The day in question is called Day Zero by the population and government, because nobody knows how life should go on. Also, no one seems to know how to avoid Day Zero.
